摘要

本研究依照排水機能需求，並配合政府推動國土復育方案之施政方針，以自然保育之方式，恢復自然生態，針對鹽水溪及大洲區域排水空間做多元化利用，將環境營造建立在生活、生態與休憩的基礎上。透過調查以瞭解土地使用、風土民情、與自然環境及生態特性等內涵，一方面能讓民眾擁有更高品質生活環境與休憩機會，另一方面讓區域排水道能適當的重獲生機與活力。尋求治水、親水、利水及活水之多功能效益，藉由分析結果提出相關建議，做為治理工程設計參考之依據，以達成改善區域排水環境之目標。

This study is aimed to rebuild the environmental rehabilitation, what to increase the benefits of drainage construction and to improve the livelihood space of Yan-shuei and Ta-chou drainage district. Besides flood prevention consideration, the regional drainage system is orientated in four categories: drainage function maintenance, natural landscape, waterfront recreation and ecological system protection/restoration. Through the integral environmental information which includes urban plans contents, water quality investigation, ecological characteristics, regional cultural, landscape connection, historical flood disaster, etc., development opportunities and development orientation is furthermore evaluated in this report. Finally a feasible environmental rehabilitation plan is illustrated; and the associated management program, implementation schedule program, budget and benefits are evaluated.
