摘要

山坡地農村具有獨特的景觀、農產、藝文及生態，深具特殊性與發展潛力，農村位居相似的地理位置可能有相近的發展特性，故依此可區分不同的農村類型，在農村景觀營造及開發休閒遊憩的同時，並與在地生產、生活、生態的課題密切結合，更以整體發展為導向，共存共生、相互支援方能達到目標。本研究以台灣重要觀光大縣－南投縣之埔里帶狀盆地內之農村為例，過去受限於日月潭、埔里花卉市鎮兩大觀光區之發展，位居市鎮周邊之埔里帶狀盆地聚落，始終未具有完整而有系統的發展方向。本研究以建構優質農村環境、強化並兼顧三生發展之理念，利用農村特色潛力資源之調查分析，共提出三個軸線與生態基礎面向建置之全區發展規劃，未來期能引領農村之整體永續發展與質量提升。

There are full of unique charactristics of landscape, farm production, culture and ecology in rural village on hillside, which are particularity and development potentiality deeply. It may have close development forms that the countryside occupies the similar geographical position. According to this, could distinguish different rural forms. While building landscape and developing recreation tour trip, it would combine closely with the topics of local production, special life, ecology in rural area. Regarding entirely developing policy, villages are to cooperation and supporting each other. This research makes the example as the countryside of the belt area of basin Pu-li. Limited to the development of two major sight-seeing areas of Sun-moon Lake and flowers town Pu-Li in the past. The villages located on the belt basin Pu-Li, still has not intact and systematic developing planning. This research is to create a high-quality rural environment, strengthening the key parts of production, living, and ecology. Utilize investigation and analysis of rural characteristic potentiality resources, Propose the whole district development plan with three traffic axis and ecological parts, That could lead the countryside continues development and quality to improve forever in the future.
