In this paper, we used Innovation Dynamics of Habitual Domains as the research framework to understand the ”charge structure” from both of managers and participants on campus fitness room, and then changed managerial strategy and transformed competence sets to make the influence of participating rate. The results found that when management unit of fitness room has faced the internal and external charges, the competence sets would be transformed and a new produce would be developed, in this case, a new system was innovated. Consequently, the participating rate has improved and so does the income for management unit, and finally the ”win- win” situation has created.
