An Integrated Solid Waste Management Model (Case Study of Accra Metropolitan Assembly)

In this research article, an Integrated Solid Waste Management Model is developed using Integer Linear Programming (ILP). Integrated into the current solid waste management programme (of waste collection and dumping) are compost and recycling plants. An objective function consisting of fixed and variable costs, transportation cost and environmental cost/credit is developed subject to capacity, mass balance and environmental constraints. Two case studies were carried out using the model. In the first case study, the model was tested with waste collection from three sources/zones in Accra Metropolitan Assembly (AMA) and dumping of waste at current three landfill sites. In the second case study, a new landfill site and a compost plant acquired by Zoom Lion Ghana Ltd., were integrated into the model. The results show that the operational cost for the Integrated Solid Waste Management model is close to that of the "collection and dumping" programme initially. With increased revenue per tonne of compost and/or increased proportion of waste converted to compost, the overall operation cost reduces considerably in the case of the integrated solid waste management model making it more efficient with reduced environmental pollution. This finding is significant because it emphasizes the need to adopt integrated approach to solid waste management in the metropolis.
