臺灣各縣市數位接取指數之研究

本文利用International Telecommunication Union（ITU, 2003）的數位接取指數及臺灣各縣市資料計算臺灣整體與各縣市的2007年數位接取指數，其結果發現臺灣的數位接取問題已由基礎建設之問題轉為特定區域（城鄉數位落差）或特定族群（族群數位落差）等之網路使用率問題。且臺灣各縣市存在城鄉數位落差的現象，城鄉數位落差程度較高的因素為網路使用率與服務品質，如北部地區各縣市的2007年數位接取指數較東部地區與南部地區為高。本文建議臺灣應提出城鄉數位落差縮減政策，且資訊使用能力落差縮減政策應是現階段城鄉數位落差縮減政策的重要課題。

This paper use the idea and variables of Digital Access Index (DAI) which is from ITU(2003) and a cross-county data of Taiwan to investigate 2007 DAI of overall and each district governments in Taiwan. From the results, the digital access problem of Taiwan should occur on the internet users of the specific district (Urban-Rural Digital Divide) or specific group (Ethnic Digital Divide). And there is the phenomenon of Urban-Rural Digital Divide among each district governments in Taiwan, and its reasons should be the internet users and service quality, as DAI of each district governments in north region are higher than they in east and south region. The suggestions of this paper are Taiwan should run the reduction policy of Urban-Rural Digital Divide, and the point of this paper should be the reduction policy of Digital Divide on Information Ability.
