台灣智慧環境資訊平台發展與策略

先進國家透過實施資料開放政策，來提升環境資訊普及和環境治理的效率，由於環境資料彼此間資料緊密相關，如何有效掌握環境資訊尤為重要。我國智慧環境資訊平台以民生公共物聯網數據應用為核心，藉由資料驅動理念來提升環境治理與服務永續性；在發展過程中如何有效掌握環境資訊與組織邊界生態系的互動，轉向為以顧客體驗為核心價值的開放式服務創新策略，是環境治理及永續發展的重要課題。本文首先說明研究動機、目的與問題；第二，回顧資料開放、巨量資料、資料趨動和一站式服務等公共議題的實務理念，以及智慧環境資訊平台的發展歷程；第三，評述開放式服務創新、服務價值網理論概念；第四，透過個案研究，探索台灣智慧環境資訊平台的開放式服務創新策略；最後，說明本文之結論與建議。研究發現，開放式服務創新正在重新定義政府環境治理的內涵。隨著環境資料開放的發展趨勢，資料導向已成為先進國家積極建構數位轉型的積極作為，政府治理也逐漸轉向公共服務創新及公共價值創造；同時，國家數位競爭力也不斷透過政府數位轉型與數位服務再造，延伸到以使用者體驗為核心的開放式服務創新。

Advanced countries have implemented data opening policies to improve the popularization of environmental information and the efficiency of environmental governance. Since environmental information is closely related to each other, how to effectively grasp environmental information is particularly important. Ours country's smart environmental information platform takes the people's livelihood public Internet of Things data application as the core, and uses data-driven concepts to improve the sustainability of environmental governance and services. Effectively mastering the interaction between environmental information and the organizational boundary ecosystem in the development process, and turning to an open service innovation strategy with customer experience as the core value, this is an important subject of environmental governance and sustainable development. This article first explains the motivation, purpose, and problems of this research; the second part reviews the practical concepts of public issues such as data openness, huge amounts of data, data trends, and one-stop services, as well as the development process of the smart environment information platform; the third part , Commenting on the theoretical concepts of open service innovation and service value network; the fourth part, through case studies, explore the open service innovation strategy of Taiwan's smart environment information platform; finally, explain the conclusions and suggestions of this article. The study found that open service innovation is redefining the connotation of government environmental governance; with the development trend of environmental data openness, data orientation has become an active strategy for advanced countries to actively construct digital development, and government governance has gradually shifted to public service innovation and public value. At the same time, the national digital competitiveness has been continuously extended to open service innovation with user experience as the core through the government's digital transformation and digital service reengineering.
