兩岸直航政策對外籍航商灣靠臺灣港口意願之影響

摘要

2008年12月15日臺灣與大陸之間的海運運送模式正式由間接航行轉為直接通航。然而，現行兩岸海運直航並非全面性的直航，仍有船籍、承載貨種及運力等等的相關管制措施。兩岸對於直航船舶之船籍限制，對外籍航商留駐我國港口之意願可能產生負面之影響。因此，本文旨在以外籍航商的角度，探討目前兩岸海運直航政策對於外籍航商選擇灣靠臺灣港口意願的影響。主要以深度訪談的方式，彙整外籍航商對目前兩岸海運直航政策之看法，及海運直航政策對其灣靠意願的影響。

According to the ＂Regulations Governing The Approval and Administration of Direct Cross-Strait Sea Transport Between the Taiwan Area and the Mainland Area＂, foreign vessels may navigate between the ports between the Taiwan Area and the Mainland Area only after the application has been forwarded to and approved by government both sides. The ship's flag restriction will affect negative to all carriers' willingness of using Taiwan ports and facilities. This study focused on this issue and made In-depth interviews with main foreign carriers, and find out the intentions of foreign ocean liners calling Taiwan ports under direct cross-strait shipping policy.
