Fishery Diversification into Tourism: Stakeholders' Perspectives

台灣漁業觀光休閒化政策之探討:利益關係人的觀點

摘要


政府於1990年代開始實施漁業觀光休閒化的政策,以改善沿近海漁業因漁獲不佳所面臨的社會經濟問題。本研究目的在探討該政策內涵並使用文件分析及訪談方法瞭解傳統漁民、從事休閒漁業的漁民及政府官員等相關人士對於該政策的看法。本研究發現不同的利害關係人對該政策持不同的意見,但大致而言不反對該政策。本研究並提出台灣漁業走向觀光休閒化所面臨的挑戰及未來可能解決的方法,其中包括建立社區能力、建立不同資源使用者的協調機制及公私部門之間的夥伴關係落實海洋資源保育及漁村文化資產的維護、加強漁民和地方政府的教育訓練、落實公共建設案事前的成本利益分析,以及促進娛樂漁業活動的推廣與行銷。本研究最後提出其他國家亦有實施漁業觀光休閒化的相似案例,以及台灣漁業因走向觀光休閒化後所演變的經濟屬性。

As an attempt to alleviate socioeconomic problems resulting from the offshore fishery downturn, the government started to diversify fishery into tourism in the 1990s. This paper aims to examine this policy and explore stakeholders' perspectives toward such a policy based on documentary analysis and personal interviews with groups of stakeholders: traditional fishers, recreational fishers and governments. The study found that groups of stakeholders have differing positions about the policy but generally did not oppose it. The paper highlights forthcoming challenges to the fishery diversification and argues for the need to build community capacity, establish negotiation mechanisms among different users of resources, build public-private partnership in conserving marine resources and protecting historical and culture heritage of fishing villages, encourage education and training programs for fishers and local officials, conduct cost-benefit analyses prior to construction projects, and promote the marketing of recreational fishery activities. It concludes with a reference to the similar cases that also involve fishery diversification in other countries and the types of economies within which Taiwanese fishery belongs.
