數值地籍資料之時間管理

The Temporality Management of Digital Cadastral Data

摘要


地籍資料之記錄與民生活動息息相關,但目前之制度對地籍資料隨時間的變遷並未加以充分重視,本文因此針對現有的地籍資料管理架構提出加入時間觀點的考量及其中相應的管理對策。文中將地籍資料區分為現況資料、異動資料及歷史資料三類,並且在地籍事件發生時,藉由地籍操作的相關機制維持三類資料的正確性。設計之主要目標在於可(1)提供地籍現況之資料;(2)記錄曾發生的異動以及異動前的狀態及(3)查詢或回推宗地過去的狀態。研究成果顯示在地籍資料的管理中加上時間的觀點是可行的,地籍操作架構不但可提供現況的狀態,符合目前相關法律的規定及業務的需求,過去的狀態也可藉由所記錄的異動及回推的機制推導而得,使我們可對各類異動及宗地變遷加以管考及分析。加入時間觀點的地籍管理以及相關操作可以擴大地籍資料應用的範圍與領域,使得原先大部分侷限於測量以及地政的研究方向可以擴大到變遷的研究、城市的發展、甚至是經濟發展的層面,對目前國土資訊系統所揭櫫的整合應用目標無疑將帶來正面的效益。

The importance of temporality of spatial data has been well recognized in GIS community. Although cadastral information is highly related to humans and their living environment, its temporality didn't draw much attention in the past. This research proposes a temporal model and it's associated management and reasoning mechanism based on existing digital cadastral systems. Cadastral data in the time domain is divided into three major categories: current data, index of happened event, and historical data. The objectives of the proposed mechanism are to (1) provide data about current situations, (2) record and manage past status of parcels and events that happened, and (3) query and retrieve information about parcel status in the past. So far the result has been very positive and encouraging. A spatiotemporal cadastral information system can not only provide current status about parcels, as a cadastral system requires, but also infer their status at any given time, which was not available in the past. It enable us to manage and analyze changes within cadastral systems from a temporal perspective, therefore largely expand the applications of cadastral information to integrate with other domains. It no doubt will bring positive impact on the data integration goal raised by National Geograpical Information Systems (NGIS) and multiple-purpose cadastral systems.
