摘要


「檢討改進土地複丈作業程序與方法,以提高土地複丈精度及品質」為地籍測量重要的課題之一。本文針對土地複丈所面臨的問題,探討如何運用GPS衛星測量之技術,解決國根點遺失及維護補建問題,改進土地複丈作業流程。配合新的國家坐標系統-1997台灣大地基準(TWD97),以GPS輔助土地複丈作業,進行主要圖根點測量聯網聯測,求解坐標轉換參數,將可建立區域性測區的坐標框架,解決圖根點維護補建問題,而經由RTK進行土地被丈測定界址點時可獲得該界址點之TWD97坐標,完成整體國家坐標體系的建立。本文選定台南最近完成之數值地籍重測區,進行本文研究方法之測試,由實際土地複丈作業案件之模擬,評估其作業流程、效益,作為研擬GPS輔助土地被丈作業及精度規範之參考,試驗成果顯示平面點位檢核誤差最大小於六公分。

With the development in high performance GPS and computer technology, high quality digital cadastral land revision process becomes presently important. In this paper, we present our investigations and results of GPS assistant land revision surveying to cope with the problems of missing traverse points and to provide an increasing degree of performance in implemented GPS procedure.Although certain areas had taken Cadastral Resurvey, there are implications that the accuracy of the traversing control points became irregular by sites due to the use of altered surveying methods and different triangulation points in TWD67 frame. It is difficult to maintain coherence of coordinates by reestablishing traversing points. Using GPS technology and the new GPS control network in TWD97 frame, each local Resurvey area will establish its own transformation parameters and network deformation parameters from TWD67 to TWD97 by skeleton traverse points. Henceforth, not only the coherence of coordinates frame of Cadastral Resurvey could be preserved in certain area, but also the TWD97 coordinates of each land mark could be achieved by GPS RTK technology in the following land identification revision process. Therefore its is quite possible to accomplish the latest and accurate land revision information service system that considers GPS to be practiced throughout the country. In a pilot study, the performance and the functionality of RTK multireference stations for land identification revision process was tested. The empirical accuracy from check points, which had a very good quality due to their genuine Resurvey results, was better than 6 cm limitation in planimetry.
