臺灣數位落差與成人數位教育方案:以社會教育學觀點分析

THE DIGITAL DIVIDE AND ADULT DIGITAL LEARNING PROGRAM IN TAIWAN: BASED ON THE APPROACH TO SOCIOLOGY OF EDUCATION

摘要


資訊科技與網路通訊的發展已是現在社會極為重要的現象與不可逆轉的趨勢,但在快速發展之下,同時也造成社會結構性的改變。由於在社會結構不均的情況之下,造成科技使用的差異,形成數位落差。臺灣在數位落差方面,於地理區位、城鄉、族群、教育程度、年齡等面向均有其差異性存在,使其個人使用電腦或是通訊設備的機會不同,因而造成資訊貧富的差距與資訊不平等的情形。因此,教育部執行「偏鄉數位應用推動計畫」,於偏鄉設立「數位機會中心」(DOC),期盼DOC的數位教育施行之下,提升偏鄉成人資訊科技素養能力,減輕社會資訊不平等之現象,豐富社會生活的功能性。也因為科技產品日新月異發展之下,所造成的矛盾與衝突,導致未徹底改善民眾的困境,反之產生負面之影響,且進一步製造社會資訊不平等之結構。本文透過文獻探討的方式,檢視臺灣社會階層流動與數位落差現況,並以教育社會學理論觀點對DOC分析,以功能論及衝突論兩大觀點進行審視。結果發現:社會變遷是社會體系裡的一種調整性與局部性的暫時情境,造成城鄉之間的數位落差情形更為嚴重,變相鞏固了社會原有的階層關係。因此,需正視資源上不足的區域與族群,儘可能結合相關合適教育管道,改善其不平等的數位落差之困境。

The development of information technology and network communication has become an important issue in society. The geographical location, urban and rural areas, ethnic groups, educational level, age, and other aspects of the geographical differences exist, so that their access to computers or communication equipment is different, resulting in the gap between the rich and the poor information so that the information society has created inequality in Taiwan. Therefore, the Ministry of Education implements the "Digital Application Promotion Project in Remote Areas" and hopes that under the implementation of digital education of DOC (Digital Opportunity Center), it will enhance the ability of their ICT literacy, reduce social inequalities. The digital divide has become a critical aspect of inequality and social injustice in our society due to ICT development. The phenomenon between social mobility and the digital divide and analyzes the application of DOC education base on the approach to the sociology of education. The social change is a temporary adjustment in the social system that the digital divide between urban and rural areas are currently facing severe problems, which to confirm and strengthen social stratification. Therefore, We have to face this issue between regional and population where there were insufficient resources. Integrate relevant education channels and improve the dilemma of the digital divide.
