摘要

全球經濟危機對就業的影響，主要是失業增加和勞動條件惡化。2008年的全球經濟危機對台灣的衝擊，造成失業率由2008年1月的3.8%，上升到2009年3月的5.81%。2008年與2007年相比較，各部門員工每人月實質平均薪資呈現負成長的情形，根據無薪假的施行情形，薪資減少幅度大約13%。政府因應經濟衰退所造成失業問題，提出各類型的政策方案，但由於方案種類繁多、新舊併陳、中央與地方重疊性高及時間急迫等因素而有待改進。本文針對政府部門提出四點建議：第一，降低失業率與解決失業問題需要用不同的策略；第二，重建就業安全體系；第三，妥慎因應短期性及臨時性定期契約時代；第四，縮短大專院校與工作職場之間的距離。

The global economic crisis has worsened employment and labor conditions worldwide. The unemployment rate of Taiwan was 5.81% in March 2009, 2 percent higher than a year earlier. The real average monthly salary decreased and the recent practice of unpaid leave caused real salaries to worsen by 13%. The government has taken several measures to cope with this serious problem. However, due to complications, overlapping, time limits and rapid changes of the contents in various policies and plans, there are rooms for improvement. This paper has four suggestions: 1. To lower the unemployment rate and to solve the unemployment problem it is necessary to take different approaches. 2. To revise and rebuild the employment security system. 3. To accept and face the coming era of temporary and short-term employment contracts. 4. To shorten the distance and gap between the universities and workplaces.
