《大學法》明文保障各校學生為學生會當然會員,學生會為大專校院中正式學生自治組織,且應由學校「輔導」成立並經全校學生選舉之。在解嚴之前,當時學生會功能偏重學生活動辦理,被稱之為「學生活動中心」,與其他相關自治組織被歸類為自治性社團,由各校學生事務處轄下的課外活動組輔導管理之。《大學法》修法後,學生會透過直接選舉產生之學生代表,需參與校園公共事務並出席與其學業、生活及訂定獎懲相關會議,以維護學生權益並推動校園公共事務。然而,所對應輔導單位人員會因人員異動頻繁、缺乏相關背景,而產生輔導知能不足之情況,致使輔導單位人員易有時不甚清楚事情脈絡發展、輔導與指導之分野也難以界定,容易導致學生會成為學校各部門的傳聲筒,產生輔導功能失靈之情形。「學生會是學校與學生間溝通橋樑」,輔導單位若能依照學生會不同發展階段協助推動其校園公共事務,相信將能與學生會形成夥伴關係,提高校園公共事務參與的程度。本研究嘗試提出不同發展階段學生會所需輔導單位協助之功能與定位,並據以提出相關建議,希冀能對現有校園輔導單位與學生會後續校園學生事務推動有所助益,讓學校發展朝向共好、共善、共享之理想邁進。
University Act clearly guarantees that students of each school are ipso facto members of the student union of the school. A student union exists as a formal student self-government organization in our country's colleges and universities, and should be established by the school's "guidance" and elected by students of the whole school. In the past, a student union used to be the student activity center and organize various school-wide student activities. The relevant self-governing organizations were defined as self-governing associations, which were guided and managed by the extracurricular activity groups under the student affairs offices of each school. After the revision of University Act, a student union is elected as a student representative through annual elections in order to participate in campus public affairs as well as attend meetings related to students' studies, life, and regulations including rewards and punishments. Nevertheless, since school counselors change often, there are cognitive differences between seniors and newcomers. Such a situation easily leads to the student union acts as the megaphones of various departments. Malfunction thus happens. It is acknowledged that a student union should serve as a bridge between schools and students, rather than a channel for publicity of each other's achievements. "The student union is like a bridge between school and student." If the advice unit could promote public affairs on campus in accordance with different steps or developments, there would be a partnership with the student union. Moreover, it could enhance participation in public affairs on campus. Our research seeks to find the functions and position of the advice unit and provide advice or suggestions for different development stages of student union. We hope that we can help the advice unit and the student union promote student affairs. It is hoped that both will make progress towards the ideal of common good and sharing.
