基於SaaS的防救災資訊監控與預警通報平台
SaaS-based Monitoring and Early Warning Notification Platform
摘要
台灣受到氣候變遷的影響非常明顯。除溫度暖化外，台灣近10年（2000~2009）來發生極端強降雨、颱風事件的頻率有明顯增加的趨勢。面對天然及人為災害甚至是複合式災害的威脅，如何即時掌握災情資訊，提供決策者進行災害預警及防救災的工作以降低災害的損失。本文提出一種基於SaaS的防救災資訊監控與預警通報平台，透過軟體即服務的機制提供經由申請及購買軟體功能的方式取得相關的監控服務。並透過多元化的資訊監控及複合式的預警通報服務，進一步達到災害的預防及救援。

The effects of climate change in Taiwan are very obvious. In addition to the temperature warming, the frequency of heavy rainfall and strong typhoon significantly increased over the past decade (2000~2009). Facing natural and human-induced disasters or even the threat of compound disasters, there should be a disaster warning and prevention mechanism to provide decision-makers with immediate information for reducing disaster losses. In this paper, we present the SaaS-based Monitoring and Early Warning Notification Platform. Through applying for and purchasing the functions of software, SaaSbased monitoring services can be obtained. Furthermore, with a wide range of monitoring information and compound early warning notification services, this platform can aid us to achieve the purposes of disaster prevention and rescue.
