以樣版提升防救災詮釋資料建置之有利因素分析

Favorable Factor Analysis for Using Template to Improve the Creation of Disaster Reduction Metadata

摘要


詮釋資料為資源共享之必要元素,其內容之完整性與正確性左右國家資源共享機制之成敗。我國目前雖已頒布TWSMP詮釋資料標準,但仍有極為不易克服之瓶頸。領域詮釋資料樣版雖可減低詮釋資料之作業量,但仍須由專家協助預先建置配套,未雨綢繆進行規劃,以滿足實務之推動需求。本文具體分析有利於發展詮釋資料樣版之條件,以提供防救災領域推動詮釋資料樣版之參考。分別針對向量模式之地質資料及網格模式之福衛影像資料加以探討後,分析成果顯示在制訂明確規範之條件下,非樣版項目約為總建置項目之10%,代表高達90%之工作量可有效縮減,大幅提升即時之建置效率。且藉助於領域之專業規範,詮釋資料之品質也可獲得有效之改善。為提升即時防救災相關資訊應用之互操作性,我國實有必要重新檢討資料之供需關係,並結合領域及詮釋資料專家,儘快完成各類防救災資料之樣版規劃。

As an essential element of resource sharing, the completeness and correctness of the metadata content dominate the successful development of the nation-level resource sharing mechanism. Despite the TWSMP, the metadata standard of Taiwan, has been published, but it still remains to be operational bottlenecks to the execution agencies. Domain-specific metadata template can effectively reduce the work loading for creating metadata. Its efficiency and quality, however, cannot be improved if no experts' knowledge is included. It is therefore necessary to provide a total solution beforehand to meet the practical application needs. This paper analyzes the favorable factors for using template to improve the efficiency and quality of metadata, which helps to provide good references for designing metadata template for datasets used in disaster prevention and reduction applications. After respectively analyzing the template for vector-based geological data and raster-based Formosa RS imagery data, both results show 90% of the loading reduction after using metadata template, which can dramatically improve the operational efficiency in emergent situations. Meanwhile, after the content of domain specifications is in included in the template, the quality of metadata content can be also significantly improved. To increase the degree of interoperability in emergent disaster reduction applications, it is necessary to reexamine the supply-need relationships for geospatial datasets, and create templates for disaster prevention and reduction datasets by integrating domain-specific and metadata expertise.
