土石流潛勢溪流集水區保育治理需求性評估-以高屏溪流域及林邊溪流域為例

Assessing the Need of Conservation and Treatment of Potential Debris Flow Torrents-Case Study in Gaoping and LinBian River Basins

摘要


近年來臺灣地區遭遇多場重大颱風事件,造成山坡地產生大量崩塌與多次土石流災害,對權責機關歷年執行之治山防災構造成極大之衝擊;本研究之目的為瞭解土石流潛勢溪流與重要野溪構造物成效,並評估其集水區災害潛勢及保育治理需求。本研究以高屏溪及林邊溪流域共131條土石流潛勢溪流為調查評估範圍,研究內容包含基本資料蒐集與建檔、工程現勘及體檢與集水區保育治理需求評估。本研究透過土石流潛勢溪流相關研究計畫報告彙整,蒐集整治工程書圖資料且予以掃描、數化及建檔,並透過現地勘查與數值地形模型(DTM)分析,建立集水區整治現況評估等級與環境指數(EF),運用本研究研提之集水區安全性評估矩陣,進行土石流潛勢溪流集水區保育治理需求性評估。調查作業共完成131條土石流潛勢溪流及其涵蓋之145件歷年整治工程(2001-2012)現堪和調查記錄,並評估土石流潛勢溪流集水區保育治理需求;評估結果為保育治理需求性高之土石流潛勢溪流有15條,且無論是整治工程結構物之功能等級評估或效益等級評估,及高保育治理需求之土石流潛勢溪流集水區,均落於年平均雨量大於3,000毫米之地區,顯示雨量分布於集水區保育治理需求性評估之重要性;此外,基於地形環境及保全對象已改變而建議將其保育治理需求評定為”重新劃設或解編”之土石流潛勢溪流有3條(高市DF009、高市DF010及屏縣DF013)。

In recent years, the extreme weather events caused numerous landslides in the hill, caused a great deal of impact to previously performed disaster prevention structures. The objectives of this study were to know the situation of potential debris flow torrents, the effectiveness of structures at important creeks, and evaluated the conservation and treatment of the watershed. The scope of this project belongs to Gaoping and Linbian basins, a total of 131 potential debris flow torrents for the investigation and assessment range. The work item contains basic data collection and filing, physical examination, needs of watershed conservation and treatment assessment, database setting. This study compiled the potential debris flow torrents related research reports, collect the drawings of regulation projects and their scanning, digitizing and filing. By analyzing digital terrain models and conduct field visit, established the level of regulation and environmental factors (E.F.) of watershed. Using the watershed assessment matrix which mention in this project to assess the safety of watershed of potential debris flow torrents. Applying the results of assessment to evaluate the needs of conservation and treatment of watershed. The contents of this study completed 131 potential debris flow torrents and 145 remediation works (2001-2012) survey and investigation records. Evaluating the conservation and treatment needs of potential debris flow torrents. According to the results of assessment, 15 potential debris flow torrents are priority treatment with high level needs of conservation and treatment, 3 potential debris flow torrents (Gao-Shi DF009, Gao-Shi DF010, Ping-Xian DF013) are suggested to reset or relieve from potential debris flow torrents. Beside, we found both the low level of functions and benefits of prevention structures are located in the zone with more than 3,000 mm average annual rainfall.
