摘要


民國98年莫拉克颱風臺灣南部地區降下廣區域、高強度、長延時的降雨,造成南部山區有崩塌、土石流、堰塞湖以及大規模崩塌等土砂災害發生,對於山坡地後續的治理與管理都帶來嚴峻的考驗。由於山坡地保育與治理權責在中央與地方分屬於農委會水土保持局及地方政府,水土保持工作需充分整合中央與地方的經驗、資源與人力,本計畫為強化水土保持局臺南分局轄管之山坡地防災工作,邀集臺南市政府水利局、高雄市政府水利局及屏東縣政府水利處共同推動南部地區坡地區域聯合防災工作。因應未來氣候變遷影響下,災害規模及災害發生頻率有加劇的趨勢,透過本計畫研擬之區域聯防作業機制,於非災害期間透過平台會議進行縱橫向業務溝通及防災經驗與技術交流,並於災害應變期間進行聯防相互支援,提升災中處置及災後復建效率,期望能提高南部地區整體防災能力,以因應未來坡地防、減災之挑戰。

Typhoon Morakot induced wide-area, high intensity, and long-lasting heavy rainfall in southern Taiwan in 2009 triggering catastrophic sediment disasters such as landslide, debris flow, landslide dam and large-scale landslide. The sediment disasters have posed great threats on slope land countermeasure strategy and management. Soil and Water Conversation Bureau of Council of Agriculture and local governments are competent authorities of slope land management. Only by integrating experiences, resources and human capital of central and local governments can the soil and water conservation works be accomplished. This project aimed to assist Tainan Branch, Soil and Water Conservation Bureau in fortifying slope land disaster prevention. Hence, regional slope land disaster prevention network was established and promoted in cooperation with water resources bureaus of Tainan City Government, Kaohsiung City Government and Pingtung County Government. Under climate change impacts, disaster scale and frequency are increasing. Through the regional collaborative working mechanism, meetings were hold to better cross agency communication and exchange disaster prevention experience and technology during non-disaster period. During disaster emergency response period, supports were offered to improve the response and recovery efficiency. The essential goal of this project was to enhance regional disaster prevention capability in southern Taiwan in response to slope land challenges in the coming future.
