清季臺灣鐵路興建的探討—以丁日昌、劉銘傳、邵友濂的治臺時期(1876-1893年)為主

摘要


鐵路是中國近代化洋務運動的重要建設之一,臺灣的鐵路運輸事業的發展,最早始於清光緒二年(1876年)福建巡撫丁日昌的提出與籌劃,但因經費籌措困難而未能興辦;光緒十一年(1885年)清廷指派劉銘傳為首任臺灣巡撫,他積極推動臺灣鐵路的興建,光緒十七年(1891年),完成臺北至基隆的鐵路,全長計28.6公里,為臺灣第一條鐵路。同年,邵友濂接任臺灣巡撫後,以工程困難等為由,築至新竹為止,光緒十九年(1893年)臺北到新竹間78.1公里完工,臺灣鐵路未再興建。總計清季在臺灣興建的鐵路,從基隆至新竹,全長106.7公里,這段鐵路的興建,從丁曰昌觀念的提出,劉銘傳的落實推行,到邵友濂的停止興建,反映鐵路在臺灣近代洋務運動發展不易的過程與創業惟艱歷史意義。

The railroad is one of the important constructions of Chinese Modernizing Self- strengthening Movement The origin of railroad transportation development in Taiwan started in 1876, the 2nd year of Emperor Kuang-hsu, and was proposed by Fukien Shun Fun, Ting, Jih-chang. However, the railroad construction failed due to the shortage of budget. In 1885, the 11th year of Emperor Kuang-hsu, the Ching Dynasty ordered Liu, Ming-chuan as the first Taiwan Governor who actively promoted the railroad construction. The 28.6-km-long railroad from Taipei to Keelung was finished in 1891, the 17th year of Emperor Kuang-hsu, is the first railway in Taiwan. At the same year, Shao, Yu-lien took up to be Taiwan Shun Fun and proposed to construct the railroad till Shinchu only because of the construction difficulties. In 1893, the 19th year of Emperor Kuang-hsu, the 78.1-km-long railroad between Taipei and Shinchu was completed and Taiwan railroad construction stopped at that time. The railroad built in the Ching Dynasty from Keelung to Shinchu is 106.7km long. The railroad construction from Ting, Jih-chang's proposal and Liu, Ming-chuan' simplement to Shao, Yu-lien's complete stop reflects the different development proceeding and hardworking historical meaning of Taiwan modern self- strengthening movement.
