臺灣地區中小學公辦民營研究成果之回顧與分析：1995至2005年

摘要

中小學公辦民營是臺灣地區近年來熱門的學術研究主題，本文分析臺灣地區自1995年至2005年，以中小學公辦民營為主題之33篇博碩士論文、學者研究論文和政府委託研究為研究對象，且引用立法院公報、教育改革總諮議報告書和地方政府法規委員會等國內相關文獻，以及國外文獻資料，作為分析和討論之佐證。基於分析和討論的結果，提出本研究的建議，未來學校公辦民營相關之研究，應力求理論與實務的清晰界定，包含學校公辦民營與公辦民營學校的英文用字、定義嚴謹程度、公私合夥的角色、教育民營化與學校公辦民營之差異，以及各縣市學校公辦民營的實施實例之釐清等，以建構高品質教育政策研究，建立可以累積的知識，提供政策與實踐之參考。

Recently, the privatization of elementary and secondary schools has become a hot issue in Taiwan and has accumulated a huge amount of literature. The research analyzed 33 theses, dissertations, journal papers, and researches commissioned by government from 1995 to 2005, and cited relevant document of the Legislature Yuan, local and, central government as well as foreign literature for reference and discussing. Based upon the result of the review, this research offered conclusions and proposes suggestions for further researches.
