摘要


臺灣政治解嚴後,國內社會環境面臨重大的變遷與挑戰,教育也不例外,因為它關係著民族命脈與國家發展。因此,推動教育民主化與自由化,成為教育轉型的革新目標。本研究目的在瞭解解嚴後當時教育轉型政策革新發展與因應課題,故以解嚴後第一任部長毛高文為研究對象與範圍。本研究採用個案的歷史研究,透過文獻分析、訪談等方法,藉以進一步探討毛部長的教育理念與政策革新發展動態過程,俾作為爾後擬定政策之參考。

After the cancelling of martial law in Taiwan, all levels of the domestic social circumstances have faced intense changes and challenges. Education is no exception because it is relevant to the foundation of a nation and the country's development. Therefore, the promotion of democratization and liberalization has become an important goal for educational transformation. This study aims to understand the developmental issues of the policy of the initial educational transformation after the cancelling of martial law; thus, Kao-Wen Mao, the first minister of Ministry of Education after the cancelling of martial law, has become the main interest of this study. Based on a case study and via the analysis of literature and interview, Minster Mao's educational philosophy and policy reformation were further understood for future reference.
