國內道路養護導入成效式合約分析

摘要

成效式合約(Performance-Based Contract, PBC)是一種不同於傳統合約模式的專案執行方式，其以專案完成工作之成果(Outcome)或績效(Performance)做為專案驗收與考核之依據，而非工作執行的過程。PBC在國外許多國家之道路養護工程已推行近二十年，並獲得世界銀行(World Bank)做為在世界各地推行不同專案之主要方法之一。本文介紹PBC之基本概念，並分析國外推行PBC之架構與作法，最後提出國內推動PBC之執行策略，以提供國內導入PBC做為專案執行方式時參考。

Different to the traditional contracts, the project delivery method of Performance-based Contract (PBC) aims to measure the performance of project works based on the outcomes or performance of the works rather than the outputs of work processes. PBC has been successfully implemented in road maintenance in many other countries for two decades. PBC is one of main project delivery methods chosen by the World Bank to run various projects in the world. This paper introduces the basic concept of PBC, analyzes the frameworks and tasks for promoting PBC, and finally proposes some strategies for promoting PBC implementation in Taiwan. The proposed strategies will be a good reference for incorporating PBC as one of project delivery methods.
