Different to the traditional contracts, the project delivery method of Performance-based Contract (PBC) aims to measure the performance of project works based on the outcomes or performance of the works rather than the outputs of work processes. PBC has been successfully implemented in road maintenance in many other countries for two decades. PBC is one of main project delivery methods chosen by the World Bank to run various projects in the world. This paper introduces the basic concept of PBC, analyzes the frameworks and tasks for promoting PBC, and finally proposes some strategies for promoting PBC implementation in Taiwan. The proposed strategies will be a good reference for incorporating PBC as one of project delivery methods.
