專案構型管理系統導入營建工程變更設計管理之探討

APPLICATION OF CONFIGURATION MANAGEMENT FOR PROJECT DESIGN CHANGE CONTROL

摘要


工程設計變更涉及專案範疇之改變,是專案風險主要來源之一。錯誤與不當的變更管理常導致工期展延、成本透支與爭議不斷等專案失敗問題。本文從專案管理文獻中彙整「構型管理(ConfigurationManagement)」之方法,以營建工程專案為對象,提出「營建工程變更設計管理模式」,並以一實際公共工程專案為例進行個案研究,透過三年多的觀察與資料蒐集,分析該個案之變更管理與構型管理之異同,藉以歸納出國內營建工程導入構型管理之管理重點,期能提供國內營建業導入構型管理之參考。

The design changes involve the change of scope, thus become the major source of risks for construction projects. An improper change control system usually result in schedule delays, cost overruns, and numerous disputes that cause the failure of the project. The paper reviews the theory of the configuration management from literature and proposes a construction design change management model for construction projects. A public construction project is selected for case study to investigate the difference between the change control in the current practice and the configuration management. Based on the observations and data collection of the case project in the past three years, the critical management issues for the implementation of configuration management in a construction project are summarized and provided to the construction practitioners as a guideline for implementation of configuration management.
