國內時程管理教育現況分析與改善建議

摘要


學校課程設計應兼具理論與實務,以使修課學生能夠經由課程的學習增加專業知識與日後就業上的競爭力,因此學校課程設計的良窳實為國家與產業人才能力培育之關鍵。國內公共工程進度延誤或工期展延相當普遍,其主要原因之一乃為工程專案利害關係人之時程專業知識與能力不足。藉由分析先前的調查成果、國家考試對時程管理之重視程度,以及國內部分大學有關營建工程領域之營建管理課程資訊後,本研究認為國內一般工程師或公務人員透過大學開授之營建管理課程取得之時程管理知識並不足夠。此外,本研究亦提出國內有關時程管理教育之建議,期望各界對於時程管理教育能夠更為重視,以利國內公共工程時程管控成效能夠大為提升。

Course design in the university should cover theoretical and practical perspectives, which enable students to learn necessary domain knowledge and consequently to improve their career competencies. Therefore, the quality of course design in the university plays the key of professional competencies for any industry and country. In Taiwan, public infrastructure projects usually encountered the problems of behind schedule or extended schedule. Above problems mainly result from the inability or insufficient knowledge of project stakeholders in schedule management. Based on the results of reviewing previous surveys, test questions of civil service examination and professional and technical examination, and course information related to schedule management from some universities, this study found that the engineer and government employees related to public infrastructure projects in Taiwan cannot have sufficient knowledge on schedule management from the university's undergraduate course of construction management. Finally, this study proposed some comments for schedule management education and training, which would be attractive for project stakeholders to pay more attention on schedule management that is beneficial to improve schedule management performance of public infrastructure projects.
