獨立驗證與認證制度於台灣軌道系統之應用-以淡海輕軌為例

The Practical Application of Independent Verification and Validation in Taiwan Railway System-A Case Study of Danhai Light Rail Transit

摘要


自台灣高速鐵路興建以來,國內軌道系統在新建、汰換時陸續導入獨立驗證與認證機制,目的在確保安全、功能、品質均能被落實,並於整個生命週期過程中確保設計、製造、測試、安裝均能遵循相關標準與功能規範,然而,實務上對於獨立驗證與認證機構的角色定位卻未有明確規範,不同專案導入的時機點、評估範圍也不盡相同,導致業界對獨立驗證與認證應負之責任與發揮之功效有所誤解。本文試著從驗證認證的概念出發,並輔以國外法源機制與國內實務案例,最終以淡海輕軌招商案為例,說明未來國內軌道主管機關在導入獨立驗證與認證機制時須注意的問題與因應做法,避免其流於形式,進而累積國內軌道產業能量與經驗。

Since the construction of Taiwan High Speed Rail, the mechanism of Independent Verification and Validation has been introduced into the construction and replacement of railway system in Taiwan. The purpose of this mechanism is to ensure the function, quality, and safety of the railway system could be met, and to guarantee the relevant standards and functional requirements could be fulfilled during the life cycle. However, the role of Independent Verification and Validation is not defined well in previous projects. Further, the starting timing and the scope of assessment are also different in various projects. It leads to the misunderstanding of the responsibility and efficacy of Independent Verification and Validation. This study starts from the concepts of Independent Verification and Validation, and then compares the foreign regulations and domestic cases. Finally, the practice of Danhai Light Rail Transit is illustrated to describe the feasible implementation for local government to introduce Independent Verification and Validation. The experiences in the preparation of bidding are also shared to expect a more comprehensive mechanism of Independent Verification and Validation could be carried out in the future.
