新加坡公共工程施工標採購制度之分析

Public works Procurement System of Construction Project in Singapore

摘要


政府重大公共建設計畫經費持續減少,開拓海外新的市場已成為國內營建企業正積極思考之經營策略之一。新加坡距離台灣不遠,並且具有政治環境穩定、文化相似以及政府公共工程投資金額穩定等特性,可能為值得開發之海外市場。為協助台灣營造廠商可投標新加坡公共建設施工專案,本研究分析新加坡公共建設採購制度,以及營造廠商資格證明(工作證)之申請程序,並根據國內1家營造廠商實際參與新加坡施工專案之經驗,討論新加坡採購制度之特性。結果顯示,價格/品質之評標模式,以及嚴謹之營造廠商登記(審查)制度為新加坡採購制度之基礎,此外,新加坡之部分前瞻性機制,例如機關與廠商間之競爭性對話,以及相對性報價等作法,皆值得我國學習及參考。

With the continuous decrease of the governmental funds in major public construction projects, expanding new overseas markets has become a business strategy considered by many Taiwanese contractors. Singapore is an overseas market possibly deserving for special consideration because of its favorable conditions, such as related location to Taiwan, stable political environment, and fair treatment to foreign contractors. To help Taiwanese contractors to bid for infrastructure projects in Singapore, this study analyzes Singapore's infrastructure procurement system and the procedure in applying for contractor licenses (work permits). Additionally, this work takes a construction project in Singapore, recently awarded to a Taiwanese construction company, as an example to illustrate the special features of Singapore infrastructure procurement system. The results reveal that a price-quality method for bid evaluations and a rigorous licensing process for assessing contactors' qualifications are the foundations of Singapore's procurement system. Moreover, several proactive mechanisms, such as request for information and submission of alternative offers, are also worth learning to improve Taiwan's procurement system.
