應用成效式契約於國軍武器設備維護之可行性分析

A FEASIBILITY STUDY OF APPLYING PERFORMANCE BASED CONTRACTS TO WEAPON SYSTEM MAINTENANCE PROCUREMENT

摘要


國軍新型武器裝備已使用多年,部份裝備與設施已開始邁入老化,使得裝備逐漸步入維修高峰期,維修經費與人力日漸增加。此外,近幾年因政策因素使維護執行人力縮編,而人員裁減後仍須維持裝備妥善,人力需求與高額修護成本形成武器設備維護主要問題。為釐清國軍武器設備維護採用成效式契約之可行性,本研究透過問卷調查分析採用成效式契約的可行性。經由本研究之分析,國軍武器設備維護採用成效式契約係為可行,而成效契約中可以納入獎勵金機制(達成成效、滿足臨時需求、提前完工、提升效能、使用者滿意度)與罰款機制,使得武器設備維護的採購其效益能夠獲得確保甚至提高。

The advanced weapon systems and devices have been deployed in Taiwan’s armed forces for many years. Some of the systems and devices have stepped into their maintenance periods that require a huge cost and labors for maintenance. In addition, one of the Ministry of National Defense’s policies is to downsize organization. However, it will seriously affect the quality and usefulness of the systems and devices. The purpose of this study is to explore the feasibility of applying performance-based contracts on the maintenance of weapon systems through a questionnaire. This study concludes that performance-based contracts is suitable for weapon systems maintenance in Taiwan. When performance-based contracts are used, the mechanisms of incentive (achieving desired performance level, satisfying temporary requirement, completing works ahead of schedule, improving weapon systems and devices performance, and improving custom’s satisfaction) and penalty can be considered to improve the performance of procuring maintenance service of weapon systems and devices.
