金針乾製品精進管理與成效分析

Study of the Effectiveness of Enhanced Management on Dried Daylily Products

摘要


歷年衛生機關抽驗市售金針乾製品,其二氧化硫殘留不合格率偏高引發關注,自101年起農政與衛政機關建立聯合輔導機制,對源頭金針製造加工業者與盤商加強管理,並由地方政府衛生局針對轄內金針乾製品販售業、供應金針餐食之餐飲業者稽查抽驗,另於年節期間辦理市售金針乾製品抽驗,101年至107年共抽樣3,474件,檢驗二氧化硫殘留量,合格2,971件(85.5%),不合格503件(14.5%),不合格產品資訊皆已交由地方政府衛生局依法處辦。經跨部會聯合管理及滾動式調整管理策略,包括將金針乾製品產銷鏈全納入稽查抽驗、推動臺灣農產品生產追溯條碼、輔導改變加工方法及加強溯源管理等,全國金針乾製品抽驗合格率由101年之57.7%大幅提昇至107年之98.3%。本研究顯示透由源頭至後市場端全面監管金針產銷鏈並滾動式調整金針乾製品管理策略已有效降低流通金針乾製品二氧化硫殘留狀況,減少消費者經飲食攝入亞硫酸鹽之風險。

Over the years, the high disqualification rate of sulfur dioxide residue found in dried daylily products has drawn public attention. Since 2012, the Council of Agriculture and Taiwan Food and Drug Administration (TFDA) have established a joint counseling mechanism to strengthen the management of processors and wholesalers, while local health authorities have carried out inspections and sample tests on local dried daylily vendors and caterers, the local health authorities also performed sampling before the Lunar New Year. A total of 3,474 dried daylily products were sampled and tested for sulfur dioxide residue between 2012 and 2018, with 2,971 testing as qualified (85.5%), and 503 disqualified (14.5%). Information of the disqualified products was given to the local health authorities to deal with accordingly to law. Via the inter-departmental joint management and roll planning method, and supervising the whole daylily industry chain from farm to table, the qualification rate of dried daylily products has risen to 98.3% in 2018 from the 57.7% in 2012. This study shows that the sulfur dioxide residue in dried daylily products has been effectively reduced through adjusting the management strategy with roll planning method, cutting down the risk of dietary intake of sulfite for people in Taiwan.
