從臺灣友善釣魚行動方案看垂釣活動之風險管理

A Study on the Risk Management of Fishing Activities from the perspective of the Taiwan Friendly Fishing Action Plan

摘要

全球垂釣人口估計可達2億2千萬人，在已開發國家中，可能已達人口的10%。然四面環海，擁有豐沛海洋資源的臺灣，目前號稱約計有高達230萬名釣友，顯然追上國際已開發國家的人口占比水準，此現象顯示休閒垂釣已廣為國內民眾所喜愛。尤其2020年起草擬並公布臺灣友善釣魚行動方案，以友善環境之垂釣原則為基礎，逐步落實建置臺灣友善釣魚環境，更將臺灣釣魚運動推向另一個境界。綜上可知，政府單位對於釣魚活動逐漸重視與大力支持。然而，由於疫情影響，國外因為防疫而紛紛禁止旅遊行為，加以前半年的防疫措施所限，下半年防疫鬆綁，造成報復性旅遊興起，也因應行政院長宣示之向海致敬政策，各公務部門紛紛推出各項措施，讓民眾選擇海洋相關休閒遊憩活動明顯增加，但卻也造成各種意外事件層出不窮。2020年九月，海保署已盤點112處釣點，更開放了共計78處釣點。顯示未來可能將會有更多民眾參與並選擇這一項海洋休閒觀光活動。然而，究竟友善釣魚行動方案是什麼？釣魚活動存在哪些風險？而友善釣魚行動方案又提供了那些方針？未來又該如何進行釣魚活動的風險管理？都需要進行探討並據之以實行。因此，本文擬蒐集相關資訊，分別進行探討。期提供垂釣活動之風險管理策略參考。

The global fishing population is estimated to reach 220 million people. In developed countries, it may have reached as much as 10 percent of the population. However, because Taiwan is surrounded by the sea and is rich in marine resources, Taiwan has an estimated 2.3 million fishing lovers, which is apparently catching up with the population proportion of developed countries in the world. This phenomenon shows that recreational fishing has become popular among the Taiwanese. In 2020, the Taiwan Friendly Fishing Action Plan was drafted and announced, and the friendly fishing environment in Taiwan will be gradually implemented on the basis of the principle of a friendly fishing environment. Taiwan's fishing sport will also be pushed to another level. In conclusion, government units have gradually attached importance to and have strongly supported fishing activities; however, because of the influence of COVID-19, foreign countries have banned tourism due to epidemic prevention measures. The retaliatory development of tourism occurred due to the restriction of epidemic prevention measures over the previous six months as well as the loosening of epidemic prevention in the second half of the year. In response to the tribute policy announced by the Chief Executive, various public affairs departments have introduced various measures to allow people to choose marine-related leisure and recreation activities, but this has also caused a high number of accidents. In September 2020, the Ocean Conservation Administration counted 112 fishing spots, and opened a total of 78 fishing spots, which shows that more people may choose and participate in marine leisure and sightseeing activities in the future. What exactly is the Friendly Fishing Action Plan? What are the risks of fishing activities? What guidelines can the Friendly Fishing Action Plan provide? How do we manage the risk of fishing activities in the future? All these issues need to be discussed and implemented; therefore, this paper intends to collect relevant information and discuss the issues separately in the hope of providing references for risk management strategies in fishing activities.
