東部地區原住民青少年的生活與發展困境:助人者觀點

Difficulties faced by Indigenous Youth in Eastern Taiwan: as seen by social workers

摘要


原住民青少年在社會政策、服務、與學術遭受長期多重忽略。本研究希望促進對原住民青少年生活與發展問題之認識。本研究以台灣東部地區為研究場域,透過滾雪球抽樣尋找服務年資滿一年之實務工作者,最後以質性訪談調查了11位在宜蘭縣和花蓮縣從事原住民青少年工作之助人者。結果顯示傳統解組、文化衝突、部落資源、和產業變遷等結構性因素直接或間接衝擊原住民家庭與青少年,影響青少年生活與發展機會甚鉅。過往文獻中所強調的家庭功能也僅是影響因素之一,且自身深受結構缺陷與文化變遷之苦。研究也發現部落地理位置、族群、和文化完整性與結構影響程度有所關聯,差異化原住民青少年的發展與問題樣貌。

Indigenous youth are a group of persons who are widely neglected in social policy, social work, and academia. This paper intends to enrich understanding of the difficulties faced by indigenous youth. Qualitative interviews were thus undertaken to survey 11 helpers from Yilan and Hualien counties, in Eastern Taiwan. The findings reveal the direct and indirect impact of the disintegration of tradition, clashes of culture, insufficient resources, and industrial change on indigenous families and young persons, which has had a great influence on the life of indigenous youth and their opportunities for development. An implicit association between geographical location, ethnic difference, cultural integrity, and the above-mentioned structural barriers was also discovered. This might affect the profile of indigenous youth.
