金門發展會展產業經濟之可行性初探

金門經濟發展命脈主要來自金門酒廠及觀光相關產業，民間尚未發展出其他大型的商業活動。因此，如何促進地區經濟發展、創造良好的投資環境、吸引大型企業投資開發、促進地方經貿及觀光休閒產業的繁榮，發展會展產業應是現階段具體可行的重要途徑。會議展覽產業包含會議(meetings)、獎勵旅遊(incentives)、國際會議(conventions)、展覽與活動(exhibitions and events)，一般通稱會展產業(MICE)。會展產業是串連相同類型企業，通過會議、展覽及行銷等形式進行的經濟活動，具有規模性、關聯性、技術性、風險性與跨國性等特點的產業類型。舉辦國際學術會議與展覽能促進金門地方產業發展、提升金門的國際學術地位、帶動龐大的觀光休閒產值、創造就業機會與提升金門島嶼的經濟發展。本研究透過SWOT分析，陳列出金門的優勢及劣勢，並從資源基礎觀點評估擁有的核心競爭力，在市場的競爭中取得競爭優勢，進而促使政府單位將會展服務業列為重要經濟發展計畫。未來藉由縣政府以及中央政府等資源積極投入，結合民間力量，共同爭取舉辦國際會展。一方面擴大金門地區國際會展市場，扶植金門會展產業發展，培育具國際水準之展覽會議公司，也能到大陸及東南亞國家爭取舉辦國際會議，提升金門之國際能見度。

The economic development of Kinmen County relies heavily on Kinmen Kaoliang Liquor Inc., and consequently the funding for county development is mainly derived from the revenue of this corporation. Therefore, accelerating Kinmen's regional economic development, creating an excellent investment environment, attracting large-sized corporations and investors, boosting the local trade and tourism industries, and developing the trade-fair industry are potential options for Kinmen in its current stage of development. The trade-fair industry includes arrangements for meetings, incentives, conventions, and exhibitions or events, and is hence also known by its acronym of MICE. The trade-fair industry creates connections between companies within a similar field, and aims to promote economic activity by hosting conferences, exhibitions, marketing events, and other such happenings. In general, the trade-fair industry possesses the characteristics of economic scale, relevance, technology, and internationality. Hosting international meetings, conferences and trade-fairs would directly accelerate regional economic development, promote the international academic reputation of Kinmen as a university island, increase the profits from the tourism and leisure sectors, and eventually create job opportunities. This research project used SWOT analyses to pinpoint the advantages and disadvantages of developing the trade-fair industry in Kinmen, and to assess whether or not Kinmen County has the core competency from a resource-based perspective. Presumably, organizations with core competencies tend to gain competitive advantages in free market competition. Kinmen County Government could include the trade-fair industry as a critical track in its regional developmental plan. With aggressive input from the central and regional governments, and by attracting the investment interest from the private sector, Kinmen County Government could gain opportunities to host international trade-fairs and conferences. This would bring two-fold benefits: firstly, it would initiate an international trade-fair market in Kinmen, which would directly benefit local businesses and promote the development of the trade-fair industry regionally; secondly, hosting international trade-fairs would help Kinmen County earn an international reputation and increase its visibility.
