腸病毒事件回顧:某托兒所教保員之傳染病危機處理經驗與省思

An Enterovirus Event Review: Reflections of Research on Crisis Management Experiences through a Small Outbreak in a Preschool

摘要


本研究主要以一所幼兒托育機構之腸病毒群聚感染事件為個案,探討分析教保員面對腸病毒傳染危機之處理情形。研究採用內容分析法分析機構內九位教保員之訪談文字資料,研究結果如下:1.該托育機構腸病毒群聚感染事件具備危機事件的重要特徵。2.教保員在家長、幼兒及決策處置等多重的壓力源下,在難以掌控感中出現了焦慮擔憂、無力感與自責等情緒反應。教保員會嘗試自我調適並從經驗中獲得學習成長。3.教保員在腸病毒危機的不同階段會採取不同的管理策略,在危機事件經驗中獲得正向的成長。4.教保員仍面臨著對腸病毒的認知和警覺性不足、傳染防治資源及與缺乏危機處置與溝通的訓練與經驗等困難。護理專業人員介入有助於腸病毒危機的控制及處理機制的建立。根據研究結果提出下列建議:1.加強幼兒托育機構人員之傳染病危機處理知能。2.發生危機時誠實面對、積極作為。3.持續評估教保員的壓力反應並給予支持協助。4.善用外界資源。5.建立傳染病危機處理機制並加以落實。本研究可提供幼兒托育機構之教保實務與行政之參考。

This study examined and reflected from the management experiences of 9 preschool teachers when the daycare center had an enterovirus outbreak incident. The research findings based on qualitative interview data analysis from the preschool teachers were: (1) This enterovirus outbreak crisis event was conformed to characteristics of crisis; (2) The preschool teachers experienced some emotional reactions such as anxiety, worry, helplessness, and guilty from the outbreak; (3) The preschool teachers used different management strategies and gained management improvement from their experiences in different stages; (4) From the perspective of professional health care personnel, the preschool teachers had insufficient knowledge and awareness of infectious outbreak, resources of infection control, and experiences and training on handling outbreak crisis. The recommendations based on this study include: (1) Knowledge and ability of infectious disease outbreak crisis management of childcare agency staff need to be strengthened; (2) Honest attitude and active handling of the crisis need to be emphasized; (3) Stress behaviors of preschool teachers need to be assessed and continuous support need to be provided during the crisis; (4) Active use of the external resources is important in handling the crisis; (5) Crisis management protocols for infectious disease outbreak need to be established and implemented. The implications for effective applications of outbreak crisis management in child care practice and administration are discussed.
