原住民族群普遍被認為對環境較友善,長年累積與環境共生經驗,亦發展出獨有的傳統生態智慧文化、部落群體互助組織,值得被重視並善加利用。因此,本研究認為如能將臺灣原住民族特有的傳統生態智慧,作為氣候變遷災害調適行為之基礎,並與現行的災害管理機制加以整合,嘗試建構一套專屬於原民部落災害韌性之防救機制,亦能在氣候變遷衝擊下,提升原民部落之韌性。因此,本研究以泰雅族為研究對象,藉由焦點團題訪談與深度訪談,訪談部落耆老與知識青年,有系統的歸納原住民傳統生態智慧,進而從原住民的社會資本,以及災害管理之減災、整備、應變及復原重建的生活特性,找出與災害韌性之關聯性,進而建立傳統生態智慧可運用於提升部落災害韌性的議題。
Indigenous tribes are commonly known as ecology friendly group. Living with nature attitude is embedded in daily life which breeds the culture of traditional ecological knowledge and mutual help. Therefore, this study considers enhancing disaster resilience by integrating traditional ecological knowledge (TEK) with the existing disaster management to form a specific mechanism for indigenous tribes under climate change. This study uses Atayal as an example by conducting depth interviews/focus group interviews with tribe elders and educated youth. This study provides disaster resilience issues by systematically indues TEK and social capital with four disaster management phases: hazard mitigation, hazard preparedness, disaster response, and disaster recovery.
