社區發展協會之個案調查研究：以金門縣為例

摘要

社區規畫師是社區發展協會在從事社區發展工作，非常重要的推手，本文將以金門縣為例，採個案內容的方法從事調查研究，就金門縣社區規畫師協會2020-2022等三年的成果報告來解決1.經費補助、2.人力不足與3.缺少社區發展組織推動等三大問題，研究發現：金門計有118個社區發展協會，每年接受補助案件分別是，2020年14案、2021與2022年各13案；近三年五鄉鎮案件的統計又以金沙鎮最高、金湖鎮最低。至於1.經費補助，超過7成為中央政府補助，中央為主、地方為輔；2.人力尚未不足，且已逐漸朝向年輕化；3.社區發展組織推動，主要以金門縣社區規劃師協會為主，其他尚有七個相類似社區推動之民間組織在從事社區營造工作。後續建議，除了金門社區規畫師本身，亦可從政府制定政策，以及參與的居民為主體，從事相關的研究。

Community planners work in Community development associations (CDAs) and play a vital role in enacting community development-related work. In this study, we use a case study approach and have selected Kinmen County as an example. We will analyze the achievements report of the Kinmen Community Planner Association from 2020 to 2022 to address three major problems, namely, 1. funding subsidiaries, 2. insufficient manpower, and 3. lackof promotion from CDAs. Our findings show the following. Kinmen has a total of 118 CDAs. Each year, the number of subsidiary cases received was as follows: 14 in 2020 and 13 in both 2021 and 2022. Considering the statistics of five township case studies across these three years, Kinsha and Kinchu towns received the highest and lowest numbers, respectively. 1. Regarding funding subsidiaries, more than 70% is subsidized by the central government; that is, the central government is the main source and local government provides assistance. 2. Currently, there is no shortage of manpower, and the workforce is gradually becoming young. 3. As for promotion from CDAs, the Kinmen Community Planner Association takes the lead, alongside seven other similar organizations engaging in community building. As per our findings, we propose that in addition to the Kinmen Community Planner Association, further research should be conducted into government policy formulation and the residents participating in these programs.
