從醫院管理的角度來看,教學與研究是醫院營運的重要部分,與服務、品質鼎足而四。以衛生福利部所屬醫院為例,目前計有26家(包括9家區域醫院、12家地區醫院及5家特殊專科醫院),以醫管會品質教研組為一中央級整合窗口,連結各衛福部所屬醫院教研單位,整合資源及整體規劃,共同帶領所有衛福部所屬醫院落實教學與研究,具體作為與成果如下:共辦師資培育課程、實證醫學訓練課程及實證醫學競賽;鼓勵碩博士學位進修、部定教職取得;辦理醫學倫理及人體試驗教育訓練課程、輔導In stitutional Review Board(IRB)認證;提供經費獎勵自行研究計畫與各類學術發表;辦理跨機構(不同體系)之年度學術研討會;創辦專業期刊並獲得各項認可;成立教研及期刊專屬網頁。其目的是希望能集合部立醫院的整體力量,提升我們的教研能量與水準,同時也為了培養新世代醫師新血而做準備。
The four quality indicators of hospital management are good medical services, high quality performance, on-going education and research. There are 26 hospitals belonging to Taiwan's Health and Welfare Ministry. As an integrated education and research group, the Hospital and Social Welfare Organizations Administration Commission promotes various programs, including lectures for teaching faculties and training campaigns for evidence-based medicine. The Commission encourages the pursuit of masters and PhD degrees, sponsors lectures on human research protection and provides certificates of Institutional Review Board (IRB), offers grants for basic, clinical or public health research projects, provides rewards for different academic publications, conducts annual academic conferences, publishes a credited medical journal and maintains an exclusive web site. These activities have been proved to upgrade the Ministry's 26 associated hospitals' level and ability for quality education and research and create a new-generation of better informed and prepared skill medical staff members.
