青年就業、職涯規劃與勞資教育認知之探討—以大專院校企業管理系課程規劃為例

The Research on Recognition of Youth's Employment, Career Plan and Labor Education-Case Study of the Course of Business Administration on University

摘要


面對全球化競爭加劇,我國產業結構已由傳統製造業朝向服務業轉變,對於知識性與技術性的要求更為嚴苛。面對此一趨勢,國內青年所面對的就業環境日益險峻。有鑑於此,為解決當前問題,並防範於未然,實有必要從強化青年的人力資本著手,亦即提升其就業力。本文以台灣各大學院校之企業管理相關科系為探討樣本,分析其在大學部課程中,對於開設「人力資源管理」與「勞資關係」相關課程現況與進行比較分析。結論顯示,不論何種體系的大學院校企業管理系,人力資源管理課程均列為必修課,勞資關係相關課程則列為選修課,比例約僅佔四成(41.3%)。由此可推論,許多大學生在學期間不論以打工或實習的身分進入職場,但對於勞工保險、勞工退休、職業災害、勞資爭議、就業服務與工安衛生等相關勞資關係議題是陌生的,此一情況足以令人擔憂。青年失業問題是當前備受社會關注的重要議題,若學校教育制度與課程安排,跟不上產業結構轉變與社會文化變遷,是青年失業率高居不下的主因。透過勞資教育協助青年就學期間之職涯規劃,並幫助青年瞭解勞動市場之現況與因應策略,將可促進青年畢業後的職場競爭力與就業力(employability)。本文亦提供相關建議供各大學企業管理相關科系進行課程規劃時的參考,以能增進學生勞動知識成為未來就業利器。

When facing the global challenges, our industrial structure must transfer from manufacture into service. So there are many serious requires about knowledge and technology. In order to raise employment ability, we can enforce the youth human capital. This research tries to explore the BA departments of Taiwan universities and compare with Human Research Management course and Labor Relation course. The conclusion says almost 41.3% Labor Relation course are selected course, but all of Human Research Management courses are obligatory courses. It is worry about some knowledge included labor insurance, labor retires, vocational disease, labor conflict, employment service and labor sanitation is lack and ignorance. It is an important issue about youth's employment, if school courses can't match the transformation of industrial structure and social civilization will be the main reason about the high unemployment rate of youth. Through labor education can assist youth's career plan and to realize the condition of labor market. It also will raise youth's competitive ability and employability. This study offers some references and suggestions for BA department to revise their courses and wish to enforce youth's labor knowledge.
