摘要

「學校是學習者與領導者的社群，每位教師都可以成為領導者」。這種教師領導的概念不但符應教師增權賦能的概念，也大大解放了國內中小學尚仍在萌芽中的領導潛在能量，實在有利於學校的改革和教師的士氣，非常值得加以喚醒和運用。本文先從理念上，說明教師領導是教師在教室內，特別是教室外發揮影響力的歷程，其不但有益於教師領導者自己、同事、學生及學校，更能彰顯民主社會的公民責任。教師領導的相關理論則係分布領導、平行領導、建構領導、參與領導等。其次，本文從中小學的背景脈絡說明教師領導的內涵與必要性，然後再從教師領導者的發掘和培訓、以及教師領導的實務運作和檢討回饋等角度，說明教師領導在我國中小學的發展之道，期能對我國中小學教師領導的研究與實務之開拓有所助益。

The school is a community of learners and leaders, and every teacher can be a leader. The concept of teacher leader corresponds to the trend of teacher empowerment and liberates the capacities of school leadership, which are highly beneficial to school reform and teacher's morale.This paper explores the meaning, rationale and benefits of teacher leadership, and then explains the theories related to teacher leadership, which are distributed leadership, and parallel leadership, constructivists leadership, and participative leadership.This paper also discusses the elementary and secondary schools in Taiwan in the context of teacher leadership. Based on that context, this paper analyzes how Taiwanese schools can develop the practice of teacher leadership, which includes the discovery of potential teacher leaders, the training of teacher leaders, the operation of teacher leadership, and the evaluation of teacher leadership.
