基層行政人員態度與認知對政策執行影響之研究:以高風險家庭與弱勢家庭服務方案為例

A Study on the Impact of Attitude and Cognition on Policy Implementation by Street-level Bureaucracy: A Case Study of Service Programs for High-Risk Families and Vulnerable Families

摘要


本研究主要是依據Lipsky的基層官僚(street-level bureaucracy)理論,探討影響基層行政人員推動福利政策的影響因素。在本研究中,基層行政人員的個人態度為自變項、政策認知為中介變項、政策執行為依變項,研究資料取自〈宜蘭縣弱勢家庭照顧網行動研究〉原始資料,並採用多重中介模型進行資料分析。研究結果顯示,基層行政人員的個人態度和政策認知是影響政策執行的重要因素,而政策認知介於個人態度與政策執行間具有中介效果,研究者據此提出結論和建議。

This study is mainly based on Lipsky's street-level bureaucracy theory, and explores the factors that affect the implementation of welfare policies by street-level bureaucrats. In this study, the personal attitude of the street-level bureaucrats is the independent variable, policy cognition is the mediating variable, and policy implementation is the dependent variable. The study data gets from Ching-ying Shen (2015) "An action research on the development of a service network for at-risk families in Yilan county" raw data, and analyzed through multiple mediation modeling. The research results show that the personal attitude and policy cognition of street-level bureaucrats are important factors affecting policy implementation, and policy cognition has a mediating effect between personal attitude and policy implementation, the authors get conclusions and suggestions.
