土壤污染評估調查人員制度實施現況與未來展望

摘要

為提升土壤污染評估調查及檢測資料執行品質，培育場址評估調查所需專業人才，行政院環境保護署於2011年5月公告「土壤污染評估調查人員管理辦法」，同年編製土壤污染評估調查人員訓練教材並陸續開設訓練班，建構土壤污染評估調查人員管理系統與相關程序表單，於2012年12月正式實施土壤污染評估調查人員制度，迄今已有超過300人參訓，279人完成土壤污染評估調查人員登記，並有超過100位土壤污染評估調查人員實際投入土壤及地下水污染整治法第8條及第9條公告事業用地評估調查規劃。展望未來，行政院環境保護署除將持續收集土壤污染評估調查人員制度問題，從法規制度與教育宣導進行改善外，實際執行上亦將配合現場採樣查核機制與推動案件記點制度，確保土壤污染評估調查人員均能依規定辦理，讓整體執行品質再提升。而土壤污染評估調查人員制度的推動實施經驗，未來亦可擴及至土壤及地下水污染整治領域人才的培育與教育訓練制度的建構上，充實國內土壤及地下水整治領域所需的技術人力，使土壤、地下水污染預防、調查評估與整治的各項業務能更有效的推動。

In order to enhance the quality of soil pollution assessment investigations and test data, as well as cultivate site assessment professionals, a set of ＂Regulations governing the management of the soil pollution assessment investigation personnel＂ was announced by the Environmental Protection Administration (EPA) of Taiwan in May 2011. Course materials for soil pollution assessment were edited by the EPA and training courses for soil pollution assessment investigation personnel was initiated in the same year. The EPA then set up the ＂Soil Pollution Assessment Investigation Personnel Management System＂, as well as and associated processes and forms, and the soil pollution assessment investigation personnel system was implemented in December 2012. To date, over 300 people have finished the training, 279 have obtained the soil pollution assessment investigation personnel registration, and over 100 soil pollution assessment investigation personnel have participated in the execution of Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Act. The EPA will continue investigating problems related to the soil pollution assessment investigation personnel system, and modifying the related regulations, training, and publications, as needed. The EPA will also carry out sampling audits and promote the case scoring system to raise the quality of soil pollution assessment investigations and test data. Based on the experience gained from developing this system, the EPA could set up other training systems to improve soil and groundwater remediation efforts in Taiwan.
