推廣澎湖東海與北海海域旅遊分級宣導策略之研究

The Development of Tourism Classification and Promotion-A Case Study of PhengHu Gibe

摘要


本研究探討澎湖離島地區~東海與北海海域(以下簡稱吉貝海域)之永續發展,實地調查吉貝海域的資源,並邀請產、官、學專家舉行旅遊分級諮詢座談,討論吉貝海域旅遊分級宣導策略。實地調查配合文獻雇用遊艇登島或巡航,實地拍攝;專家則以立意抽出了解吉貝海域之產、官、學專家共十五位,利用二次座談、二次實施旅遊分級意見諮詢。諮詢問卷回收後,以平均數、極大、極小值提供專家意見修正以求一致性,藉此融合旅遊需求的看法,制定出吉貝海域「限量管制、輔導及自由開放」三級的旅遊分級宣導策略。綜合資料分析及諮詢座談結果發現:專家建議發展包含生態旅遊、石滬文化觀光等的多元型態旅遊,可以滿足不同旅遊消費者的需求,不但可提升遊客重遊率也可疏散過度擁擠的遊客,以解決承載量的問題。旅遊分級宣導手冊應分成遊客與業者兩種,遊客以單章折頁內容需從遊客的語言與觀點出發,簡明扼要有導引力;業者手冊應從專業內涵出發附上相關法規與罰責,以利其專業導覽及營運,並對遊客作有效宣導,經兩次的專家諮詢問卷分析發現,永續性是維持一個地方生態最重要的因素之一,為了使地方發展可以持續下去,最重要的是地方配合、地方特色保存及可執行性。亦即地方的共識、特色保存、及活動的可執行性是支持地方旅遊永續發展的重要因子。運用旅遊中心的平台宣導生態旅遊的配套做法,建立遊客的共識與提升旅遊品質與環境教育,以確保離島地區旅遊永續發展。

This study examined the sustainable development of East China Sea and the North Sea to Sea areas of PengHu Gibe. The survey practically investigated the nature resources of Gibe. A total of 15 experts from tourism industry, local government and Scholars were consulted on the subjects of tourist classification and strategies to promote the tourism development of Penghu Gibe. Two meetings were conducted to integrate professional point of view, and three-tier tourist classification promotional strategy was established. The findings concluded that sustainability is one of the most important factors to maintain local ecological environment. Besides, community agreement on supporting local characteristics preservation and effective execution are critical factors for continuous tourism development. By utilizing ”tourist service center” as a platform for supporting the practice of eco-tourism, to raise visitors’ consensus, enhance the quality of tourism and environmental education, and to ensure sustainable development of tourism of Penghu Islands.
