日本明治政府司法省顧問盧朋的殖民地統治構思：以遼東、臺灣統治政策論為中心

摘要

本文旨在究明向來不受歷史學者所關注的日本司法省法國籍顧問盧朋(Michel Joseph Revon)所提出的統治臺灣、遼東兩地政策與各種具體行政措施的相關意見。文中特別著眼於，盧朋的治臺構想與其他意見的異同；又，其論點所具有的特點，以及構想如何被落實或修正。本文以盧朋所撰的〈遼東及ビ臺灣統治ニ關スル答議〉為主，更配合原敬、卡庫德(William Montague Hammett Kirkwood)、楢原陳政，以及主要報章等同時期提出治臺意見者的一手紀錄加以比較，試圖釐清上述問題。

This paper discusses the significance of Michel Joseph Revon colonial policies and his policy recommendations for Japan minister of justice on various specific administrative measures for Liaodong and Taiwan during 1894-99. Having been a French advisor for Japan Minister of Justice, the recommendations made by Revon have been largely neglected by historians. In order to bring his policy recommendation back to scholars' understanding of Japanese colonial policy, this paper focuses on the similarities and differences between Revon policy recommendations made for Taiwan and other existing policies, including its characteristics and how it has been implemented and revised over time.In order to clarify above issues, primarily based on Revon work, Discussions Regarding the Governance of Liaodong and Taiwan, and the records of policy commentaries from his contemporaries like HARA Takashi, William Montague Hammett Kirkwood, and NARAHARA Nobumasa, as well as from major newspapers of his time.
