醫療給付效益提升計畫之人力資源彈性運用-以屏東縣琉球鄉、泰武鄉、牡丹鄉為例

摘要


健保局IDS 計畫之推展,提供了台灣山地離島鄉長期以來醫護人力、設備資源缺乏的有效解決方案之一,本文旨在以人力資源彈性類型之職能彈性、數量彈性、及薪資彈性運用角度,討論山地離島鄉IDS計畫執行業務內容的運作,其結果顯示,在管理機制健全的承作醫院積極運作下,藉著健保局所提供之薪資彈性可使各承作業務順利推動,而本執行經驗亦可為後續承作醫院推行業務與健保給付政策參考。

The integrated health care delivery system (IDS) provided by Bureau of National Health Insurance is one of the effective way for solving the shortage of health care professionals and equipments in rural mountain and outlying islet areas in Taiwan. In this review, we use three types of workforce flexibilities, functional flexibility, numerical flexibility, and financial flexibility, to discuss about the special supportive programs in IDS's operation. The findings indicate that a supportive hospital with good management mechanism can offer satisfied health care services for rural areas residents by financial flexibility, and these findings also can be used by the next supportive hospitals and health insurance payment policies.
