智慧資本與平衡計分卡之關連性研究

摘要

智慧資本大致可分為人力、結構與關係資本三大類，分別與平衡計分卡中之學習與成長、內部流程、顧客三大構面有相類似之處，二者管理制度之發展皆與策略有緊密的關聯性，企業應透過平衡計分卡管理智慧資本，將智慧資本納入平衡計分卡制度中。智慧資本之相關研究大多著重私人企業，較少以公營事業作為討論的對象。公營事業因長期受法令保護，易導致營運績效不彰，且政府部門以滿足社會大眾需求為施政具體目標，成果大多以基礎建設及無形資產表示，因此有必要探討此一知識資產部分，提昇生產力。本研究擬以交通部所屬中華郵政股份有限公司郵務部門為研究對象，中華郵政公司原屬行政院交通部管轄，於2003年改制為公司型態。改制後中華郵政面臨極大挑戰，除原有保障取消或縮小，民營業者興起，而其中之郵遞業務，除民營業者競爭外，尚有網際網路應用成熟所帶來的衝擊，如何加強人力運用、流程的改善及顧客管理已成為刻不容緩的議題。本研究採用典型相關分析來探討智慧資本與平衡計分卡之關聯性，研究發現智慧資本中的人力資本高度影響平衡計分卡中的結構資本及關係資本。且由實證結果得知郵局對員工的專業知識、專業技能及員工向心力表現一致性愈高，經營績效應相對愈佳；營運流程、創新流程及知識管理表現一致性愈高，愈可提高郵局的競爭優勢，使經營績效相對愈佳；與顧客關係表現一致性愈高，經營績效愈佳；而有效運用智慧資本的表現一致性愈高，經營績效愈佳。

The intellectual capital (IC) can roughly be divided into the manpower, structure and relation capital. IC is corresponding to the perspectives of study and growth, inside procedure and customer in the balance score card (BSC). These two management systems are closely related with the tactics. The enterprises should merge the IC and BSC in order to enhance the efficiency of management. The relevant researches of the IC mainly focus on the private enterprises. It is rare to find the relevant studies investigate the general publicly-owned enterprises. This research took the postal department of Chunghwa post Co. Ltd as the sample to examine the relationship between IC and BSC. The empirical results indicate that the manpower capital of IC is highly related with structure capital and relation capital of BSC. These evidences mean that the staff's professional knowledge, professional technical ability and staff's centripetal force will improve the effect of the achievement. And the efficiency of operation procedure, innovative procedure and information management will promote the competition edges of the post office.
