公務員正義、認同認知影響工作滿意之研究—形式主義思想的干擾效果

The Study of Public Servant's Justice and Identification on Job Satisfaction-The Moderating Effect of Formalism

摘要


行政管理的形式主義已被提出近半世紀,但始終缺乏相關實證研究加以論證,以瞭解其對公共管理的影響。我國政府機關正值考績改革、行政革新之際,形式主義是否影響公務員的正義、認同認知,進而影響其工作滿意,十分值得探討。本研究共獲得有效樣本1245份,利用Lisrel高等統計技術,確認形式主義構面之信、效度水準。利用K平均數集群分析將蒐集樣本區分為高低形式主義兩組,發現形式主義認知高組的公務員在程序正義、互動正義、主管認同、單位認同、工作滿意等構面,都顯著高於形式主義認知低組。階層迴歸統計結果顯示,程序、互動正義正向影響主管及單位認同;主管、單位認同正向影響工作滿意認知;而形式主義顯著干擾主管認同和工作滿意間的關係。

The main purpose in this paper is to investigate the negative effect of Formalism on public servant's justice, identification and job satisfaction perception. There are still few researches conducted in this topic in Taiwan, it deserves to be studied. Specially, this study also tries to explore the moderating effect of ”Formalism” on public servants' attitude and perception in public organization. This study collects 1245 samples from public agencies in Taiwan and uses Lisrel and hierarchical regression to justify the hypotheses we explored. The results show that procedural justice and interactional justice positively affect supervisor identification and work unit identification; supervisor identification and work unit identification positively affect job satisfaction; Formalism really moderates the relationships between supervisor identification and job satisfaction.
