高低空繩索場之安全檢查規範之探究

Investigation of Rope Course Safety Standards

摘要


臺灣有關繩索課程之研究相當豐富,但是研究方向大多侷限在活動效益分析或是活動課程設計,對於高空繩索場安全檢查或是場地興建相關規範之研究極為罕見。本論文採用文獻分析比較方法,比較目前最廣為採用的美國ACCT、PRCA以及歐洲ERCA三套規範之安全檢查制度以及認證制度差異性,最後與臺灣目前場地安檢制度以及現況做比較。國內高空繩索場目前並無任何強制規範規定,從興建、材料選取、工法、確保系統、繩索課程操作程序到引導員的資格全部有賴於經營者之經營理念以及風險管理之要求,本研究深入瞭解國際三大繩索場地規範中有關安全檢查內容之規定,希望喚起政府相關當局能夠正視高低空繩索場地之管理。

There are various studies about rope course in Taiwan. But most studies are related to activity benefit analysis or course design. Rope course safety inspection or standards related to field construction are seldom been investigated. Analysis of documents on the three popular international standards, ACCT, PRCA and PRCA, was applied in this study. This study also compared the difference of Taiwan current field inspection and inspector accreditation system. Up to the end of 2017, there is no enforcement power by law in managing the rope course safety in Taiwan. All the filed construction, material, belay system, operational procedure and competent/qualified inspector, etc., count on field owners or instructor. In other words, all the safety matters were based on the owners' business concept and risk management. This study aimed at collecting three rope course related safety inspection standards and stated the current rope course risk, and highlighted the need for authorized rope course management.
