我國國營事業職場老化的情況較明顯,凸顯出中高齡人力資源議題的重要性。本研究訪談國營事業八位人力資源管理者,了解中高齡人力資源的特徵,並且以年齡管理的觀點分析中高齡人力資源發展的策略。本研究主要有三項結論:1.經驗豐富與關鍵知識及技術是國營事業中高齡員工的主要優勢,「年齡與老化」是工作表現之限制的主要原因;2.國營事業中高齡人力資源發展的策略涵蓋就業與退休制度的調整、學習與訓練、經驗傳承、代間互助與學習、工作輪調,以及健康促進的方式;3.國營事業中高齡人力資源發展策略可以符合年齡管理六個層面的意義。研究結果分別提供對政府、國營企業,以及中高齡員工在人力資源發展方面的建議。
Workplace aging is not only a phenomenon, but it also highlights the importance of human resource issues for older employees in Taiwan’s state-owned enterprises. In this study, we interviewed 8 HR managers to understand the features of elderly human resources and to analyze the strategy from the age management perspective. There are 3 main conclusions in this study: 1) Richness of experiences as well as crucial knowledge and skills are the main advantage of the state-owned enterprises' older employees. However, "Age and Aging" is the main reason for the limitation of their work performance. 2) The strategies of developing HR for older employees in state-owned enterprises include: adjusting the employment and retirement system, learning and training, inheriting experiences, intergenerational mutual assisting and learning, job rotating, as well as health promoting. 3) The HRD strategies for older employees in state-owned enterprises are consistent with age management perspective. The results of this study will be provided as suggestions to the Taiwan government, state-owned enterprises, and senior employees for human resource development.
