小型長照服務單元的利基與挑戰:「巷弄長照站」的專業服務與籌辦想像

摘要


文基於對相關社會環境條件的認識,而對《長期照顧十年計畫2.0》中的巷弄長照站的規劃設計進行討論,最後提出三項實務建議。1.巷弄長照站仍宜在長照服務法的架構中,向主管機關申請設置及核可,俾利法制周全及有效管理。2.巷弄長照站的給付宜在試辦階後,改採用支付制度而非逐年逐案申請補助方式。3.在小型化的原則下,巷弄長照站的規模不必限縮或引導為1名照顧員、8名使用者的規模,可在小型化的原則下,以3名照顧員服務24名使用者為規模上限,留給社區及經營者視彈性發揮,也有利於組織內部的人力運用及管理。

Based on the understanding of the social and environmental conditions of Taiwan, this paper discusses the planning and design of the Lane Service Station in the "Long-term Care Decade Project 2.0". Three proposals were made. 1. Lane Service Station should be set according the law of the Long-term Care Service Act and could be effectively supervised and managed. 2. The payment system should be established to replace the case-by-case review and subsidy. 3. Under the principle of miniaturization, the size of the Lane Service Station can not be limited or guided as the size of the eight users and be set as 24 users for the upper limit, for the flexibility of the necessary of organization management.
