The Current Status and Development of the Service Policy for Double-Aging Families in Taiwan: Take People with Mental and Intellectual Disabilities as an Example

摘要

本研究為了解雙老家庭支持服務實施的現況、探討服務運作困境與因應方式、提供服務規劃與實施的發展建議。研究方法為透過問卷與訪談方式，進行全國性資料收集。研究發現雙老家庭現有服務系統資源運用不易、服務系統彼此交疊、服務關係建立困難、服務過程耗時費力等困境。最終建議政府應確認雙老服務定位與工作模式；強化對雙老家庭服務的敏感度，將雙老家庭視為高齡化議題；重視雙老家庭生活品質議題，發展多元化共老社區服務。

This study aimed to understand the current implementation status of support services for double-aging families, to explore the operational difficulties and the coping measures of the services, and to provide development suggestions for the planning and service implementation. The research method involved collecting data across Taiwan through questionnaires and interviews. The study found that the resources of existing service systems for double-aging families are not easy to use, the service systems overlap with each other, the service relationship is difficult to establish, and the service process is time-consuming and laborious, among other predicaments. Finally, It is suggested that the government should confirm the orientation and working mode of services for double-aging families; strengthen the service sensitivity of services for such families, and regard services for them as an aging issue; and pay attention to the issue of quality of life in double-aging families, and develop diversified co-aging community services.
