目前台灣地區各新移民家庭服務中心,平均設立未滿四年,且對實務社會工作者而言,家庭成員的溝通互動與價值觀差異,是最常遇見、也最難處理的問題。此外,加上華人文化中普遍存在著,家務事不喜外人介入的觀念,使得社會工作者要介入跨國婚姻者的家庭問題時,甚感困難。同時,從事新移民家庭服務,往往需要對各國文化差異與家庭成員權力結構,擁有高度的敏感度,以及家庭介入的專業知能。關於上述部份,對於目前實務執行的社會工作者而言,皆存在專業訓練不足的窘況。因此,本文期待藉由長期個案督導與專業引導的經驗中,所發現的一套社工介入方式,即以新移民家庭互動模式與需求問題為核心,評估家庭互動模式與互動關係、以及有效的家庭介入方法,其中介入焦點,包括評估與確認問題(含跨國婚姻的潛在問題)等,以期對於實務社會工作者,在培養專業介入知能、與對婚姻移民者文化權益敏感度的提升,能有所助益。
The family service centers for new immigrants in Taiwan have mostly been set up an average of less than four years, and to social workers in field practice, issues in communication and interaction with family members, as well as the differences in the values, are the most common and the most difficult problems to handle. Moreover, as prevalent in Chinese culture, intervention in private family matters by outsiders is not welcomed, and this cultural trait makes it difficult for the social workers to get involved in family problems involving cross-cultural marriage. Beyond which, the personnel involved in family services for the families with new migrant members often needs to have high sensitivity towards the differences and family power structures of the different cultures, as well as a professional knowledge in family intervention. With regard to the above issues, there is a predicament of lacking professional training in the social workers currently involved in field practice. Therefore, this research aims to use a model of intervention for the social workers developed through the experience of counseling and aid services over the years, which focuses on the family interaction patterns and needs to assess the mode of family interaction and effective family intervention approaches. In which, the focuses of intervention include assessment and confirmation of the problems (including the potential problems in cross-cultural marriage), which are expected to provide social workers involved in field practice the opportunity to enhance their knowledge in professional intervention and the sensitivity to the cultures and rights of the migrants by marriage.
