街友社會工作之現況、困境與因應策略之探討：以臺北市為例

摘要

本文擬以個人對街友實務工作經驗作為論述的出發點，輔以學理上的依據及中外對街友的研究文獻，說明街友社會福利需求上所遇到之困境，最後提出因應之道。首先述及街友的生活現況及所產生的社會問題，如製造髒亂、傳染病、治安、人道等。其次以「生態系統觀點」及「增強權能觀點」作為本文的理論基礎。在街友社會福利需求的困境中，以下列五者分別描述之：就醫需求、教育需求、就養需求、就業需求及社會支持需求。在福利服務的現況中，首先從理論觀點分析街友的福利資源網絡，其次從法規分析街友福利服務現況，最後從實務工作分析街友福利服務現況。在因應策略方面則分別對社政單位、衛生單位、教育單位、警政單位及勞政單位提出建議。

This article aims to discuss about the homeless based on my personal practical work experience with the academic knowledge and the related domestic and foreign studies. Through the article, we will find out the difficulties they encounter while applying for the social welfare services and the solutions to their problems.The lives of the homeless and the problems they cause, such as the dirtiness, infectious diseases, public security and humanity will be brought up first. Then, I will further explain the situation based on the ”ecological and empowerment perspectives”. As for their needs of social welfare services will be discussed and categorized into five items: medication, education, placement, employment and social support.Based on the current situation in relation to the social welfare services, I also would like to share resource networks for the homeless from the theoretical point of view. Then, I will analyze the social welfare services for the homeless in accordance with our laws and regulations. Finally, the practical work experience will be applied to evaluate the social welfare services for the homeless.In terms of the solutions to the problems, I will provide my suggestions to the social administration, health, education, police, and labor affairs units respectively for their reference.
