依我國「老人福利法」設立49床以下的小型老人福利機構,佔所有長照機構多數,不過受「三不政策」及「長期照顧服務法」的影響,迫使小型老人福利機構有所抉擇和進退,是否轉型成為長期照顧法人機構,對老人福利機構的生存及經營將成為一大考驗。研究目的有:(1)分析小型老人福利機構轉型為長期照顧法人機構的意願;(2)提陳小型老人福利機構轉型為長照法人機構之關鍵因素。研究對象為長期照顧相關產業的學者、負責人和實務專家,並以修正式德菲法,進行專家訪談和三回合問卷調查,最後以集中趨勢量數和離散趨勢量數分析後提出研究結論;包括有小型老人福利機構轉型成為長照法人機構的影響因素,主要是機構多跟緊長照政策走向、機構實際營運條件、經營權控制發展,以及法人化轉型流程複雜;資金充足、人才充足及風險承擔能力高則為有意轉型成功之關鍵因素。
According to Taiwan's "Senior Citizens Welfare Act", small welfare institutions for the older adults with less than 49 recipients are established, accounting for the majority of all long-term care institutions. However, affected by the "Three Don’t Policy" and the "Long-Term Care Services Act ", small welfare institutions are forced to make a choice to transform into a long-term care juridical person institution will be challenge for the survival and operation of the welfare institution. The objectives of the research were: (1) to analyze the willingness of small senior citizen welfare institutions to transform into long -term care juridical person institutions; (2) to analyze the key factors for the transformation of small senior citizen welfare institutions into long-term care legal person institutions. The research objects are scholars, leaders and practical experts who have been taking care of related industries for a long time, and conducted expert interviews and three rounds of questionnaire surveys with the modified Delphi method, and finally put forward the research conclusions after analyzing the central tendency quantity and discrete trend quantity; Including factors affecting the transformation mainly due to the organization's closeness to long-term care policy trends, the actual operating conditions of the institution, the development of management rights control span, and the complexity of the juridical person transformation process; in addition, sufficient funds, talents and high risk tolerance were the key factor for the success transformation.
